The Head of Office will provide strategic and operational leadership for Ayuda en Acción’s programmes in Cabo Delgado, overseeing humanitarian, recovery, and development operations while ensuring coordination between programme teams, support functions, and cross-cutting departments such as MEAL, gender, security, and communications.
Position Objective
The primary objective of this role is to ensure effective leadership, coordination, representation, and operational management of Ayuda en Acción’s activities in Cabo Delgado Province. The role will oversee programme implementation, donor engagement, business development, security management, and office coordination while aligning all interventions with organizational strategy and humanitarian principles.
Key Responsibilities
Strategic & Programmatic Leadership
- Lead the Pemba and Palma field offices and provide overall programme direction
- Oversee humanitarian, recovery, and development portfolios across northern Mozambique
- Support Country Director and Country Management Team in strategic decision-making
- Ensure programme alignment with organizational goals and donor priorities
- Integrate MEAL, security, gender, safeguarding, and communications into all interventions
Team & Office Management
- Supervise programme leads and support national staff management
- Promote staff wellbeing, accountability, safeguarding, and inclusive workplace culture
- Coordinate closely with operations departments including logistics, HR, finance, and administration
- Ensure smooth communication between Cabo Delgado and Maputo offices
Portfolio Management & Programme Learning
- Support implementation of integrated programmes and adaptive management systems
- Coordinate regular programme performance reviews and lessons-learned exercises
- Contribute to development of annual plans and multi-year regional strategies
- Promote innovation and evidence-based humanitarian programming
Security Management
- Monitor and report on the security situation in Cabo Delgado
- Implement and oversee security protocols and risk mitigation measures
- Ensure staff are trained on security procedures and emergency response systems
- Maintain and update security management plans
Compliance & Risk Management
- Identify and manage operational, compliance, and reputational risks
- Support implementation of internal controls in logistics, HR, finance, and procurement
- Ensure adherence to organizational policies, donor regulations, and safeguarding procedures
- Promote staff awareness regarding ethics, safeguarding, and compliance requirements
Partnerships & External Representation
- Represent Ayuda en Acción with authorities, UN agencies, INGOs, local NGOs, and community stakeholders
- Participate in humanitarian coordination forums and cluster meetings
- Build partnerships and support consortium proposal development
- Maintain productive relationships with donors and operational partners
Business Development & Proposal Writing
- Identify funding opportunities and support portfolio diversification
- Lead proposal development for humanitarian and development interventions
- Coordinate technical teams and partners during proposal design processes
- Develop innovative concept notes integrating gender, accountability, and sustainability principles
Educational Qualifications
- Bachelor’s Degree in Logistics, Management, Administration, Engineering, or related field
- Additional humanitarian or project management certifications are considered advantageous

Experience Requirements
- Minimum 5–6 years of experience in senior humanitarian or NGO management positions
- Strong experience in logistics, procurement, operations, and security management
- Experience managing programmes in complex or high-risk humanitarian contexts
- Demonstrated knowledge of donor regulations including ECHO, EU, USAID, WFP, and IOM
- Proven ability to lead multicultural teams and coordinate field operations
