1. Position Summary / Objective
The Program Coordinator is responsible for the strategic oversight, quality assurance, and effective implementation of all humanitarian programmes across Cabo Delgado. The role ensures compliance with donor requirements and SI standards while strengthening coordination, MEAL systems, and adaptive programming across multiple field bases in a complex emergency context.
2. Key Responsibilities
2.1 Strategic Program Oversight
- Provide overall supervision of all SI programmes across Pemba, Mueda, and Mocímboa da Praia
- Ensure alignment of programme activities with SI strategy and donor requirements
- Support development and adjustment of programme strategies in response to evolving context
- Supervise Program Managers and MEAL Manager
2.2 Programme Implementation & Coordination
- Ensure effective implementation of emergency and development projects (WASH, FSL, Shelter/NFI)
- Coordinate multi-base operations and ensure coherence between field activities
- Support planning, launch, and closure of projects, especially during transition periods
- Ensure coordination between program, MEAL, logistics, HR, and finance teams
2.3 Monitoring, Evaluation, Accountability & Learning (MEAL)
- Strengthen MEAL systems and ensure effective use of monitoring data
- Ensure accountability mechanisms are integrated into all programmes
- Oversee data collection, analysis, and reporting processes
- Promote evidence-based decision-making and adaptive programming
- Ensure lessons learned and best practices are documented and shared
2.4 Donor Compliance & Reporting
- Ensure full compliance with donor regulations (ECHO, UNICEF, WFP, etc.)
- Supervise timely preparation of high-quality narrative and technical reports
- Support audits, evaluations, and donor missions
- Ensure proper documentation of program activities and results
2.5 Partnership & External Coordination
- Represent SI in coordination meetings, clusters, and technical working groups
- Maintain strong relationships with government authorities and local partners
- Support strategic engagement with provincial and district stakeholders
- Contribute to inter-agency coordination and humanitarian planning forums
2.6 Team Management & Capacity Building
- Supervise and support programmatic teams across all bases
- Strengthen staff capacity in project cycle management and MEAL systems
- Promote coordination and clarity of roles across departments
- Support team structuring in a rapidly evolving operational environment
2.7 Security & Context Monitoring
- Ensure programs remain flexible and adapted to security developments
- Work closely with security teams to integrate risk analysis into programming
- Adjust implementation plans based on access and security constraints

- Rapid scale-up following funding fluctuations and restructuring
- Short emergency project cycles requiring fast adaptation
- Volatile security situation affecting access and implementation

4. Required Qualifications & Experience
Education
- Master’s degree in Humanitarian Action, Development Studies, International Relations, Law, or related field
Experience
- 3–4 years in the humanitarian sector
- 0–2 years in a similar coordination/program management role
- Experience in at least one sector: WASH, FSL, Shelter/NFI, or Rapid Response Mechanisms
- Experience in complex or conflict-affected environments strongly preferred
5. Technical Skills
- Strong Project Cycle Management (PCM) skills
- Solid understanding of MEAL systems and accountability frameworks
- Knowledge of donor compliance and reporting procedures
- Ability to manage multi-sector, multi-location humanitarian programmes

- Based in Pemba with frequent travel to field bases

9. Compensation Package
- Salary: approx. EUR 2,860 gross/month
- Per diem: USD 750/month
- Accommodation provided
- Travel to/from assignment covered
