1. Position Summary / Purpose
The Technical Support provides global technical leadership to ensure that Feed the Children’s international programs are high-quality, evidence-based, scalable, and aligned with donor and global development standards. The role ensures consistency, accountability, and measurable impact across all country offices while strengthening organizational competitiveness for major institutional funding.
2. Key Responsibilities
2.1 Global Programming Quality & Standards
- Establish and enforce global program quality standards across all countries
- Define minimum technical requirements for program design and delivery
- Lead program quality reviews and corrective action processes
- Approve or reject program models based on technical standards
- Identify and mitigate systemic program risks
2.2 Technical Leadership & Country Support
- Provide technical guidance during program design, scale-up, and restructuring
- Support country offices in fragile and high-risk environments
- Strengthen transition toward outcome-based programming
- Lead technical support during emergency or program transitions
- Deploy technical expertise where needed across regions
2.3 Program Design, Innovation & Evidence
- Lead development of evidence-based, scalable program models
- Strengthen technical rigor in program design across the organization
- Ensure alignment with SDGs and donor expectations
- Promote innovation and adaptive programming approaches
- Support organizational learning and continuous improvement
2.4 Proposal Development & Donor Engagement
- Serve as senior technical lead or reviewer for major proposals
- Ensure technical quality, feasibility, and competitiveness of funding applications
- Support engagement with U.S. Government, multilateral donors, and foundations
- Participate in donor meetings, reviews, and site visits
2.5 MEAL Integration & Learning
- Ensure alignment between program design and MEAL frameworks
- Strengthen monitoring, evaluation, accountability, and learning systems
- Promote adaptive management based on data and evidence
- Improve feedback loops between implementation and strategy
- Collaborate with MEAL leadership on impact measurement
2.6 Capacity Building & Talent Development
- Strengthen technical capacity across global and regional teams
- Develop technical tools, guidelines, and learning resources
- Identify skill gaps and propose organizational improvements
- Build communities of practice across technical sectors
- Mentor senior program and technical leaders
3. Decision-Making Authority
The Vice President has authority to:
- Approve or reject program models based on technical quality
- Enforce corrective actions for non-compliant programming
- Establish and update global technical standards
- Provide final technical approval for major funding proposals
- Deploy technical assistance across country offices
- Escalate major program risks to executive leadership

- Establishment of global technical standards across all program areas

5. Qualifications & Experience
Required
- 12–15+ years of international development experience
- Senior leadership experience in program quality or technical design
- Strong expertise in food security and nutrition
- Proven success with U.S. Government and major institutional donors
- Experience working across multiple countries and complex environments
Preferred
- Experience in large international NGOs (INGOs)
- Background in global technical standards development
- Multi-sector technical expertise (e.g., nutrition, agriculture, livelihoods)
- Experience scaling programs and organizational systems
- Advanced degree in International Development, Public Health, Nutrition, Agriculture, or related field
