Position Overview

Job Title: Humanitarian Coordinator

Reporting Structure: Coordination with Head of Base, Country Director, and Headquarters

This senior humanitarian leadership role is responsible for managing and coordinating Ayuda en Acción’s humanitarian and recovery programmes in Mozambique, particularly in northern Mozambique where humanitarian crises linked to armed conflict and climate-related emergencies continue to impact communities.


Position Objective

The Humanitarian Coordinator will lead the implementation, supervision, and strategic development of emergency and recovery operations in Mozambique. The role ensures programmes are delivered according to donor requirements, humanitarian standards, approved budgets, and organizational strategic priorities.


Key Responsibilities

Strategic Leadership & Humanitarian Positioning

  • Lead implementation of Ayuda en Acción’s humanitarian strategy in Mozambique
  • Monitor and analyze humanitarian trends, security situations, and operational contexts
  • Ensure project alignment with donor priorities and organizational frameworks
  • Strengthen the organization’s humanitarian positioning among key stakeholders

Programme & Project Management

  • Coordinate planning, implementation, monitoring, and evaluation of humanitarian projects
  • Ensure projects achieve planned objectives, indicators, and deliverables
  • Supervise baseline studies, assessments, and monitoring activities
  • Review and approve project documents, workplans, budgets, and technical reports

Human Resources & Capacity Development

  • Support recruitment and onboarding of humanitarian programme staff
  • Provide coaching, mentoring, and technical support to teams
  • Supervise staff performance and coordinate team priorities
  • Promote staff wellbeing and professional development

Partnership & Alliance Coordination

  • Coordinate implementation activities with local partners and Alliance2015 members
  • Ensure compliance with partnership agreements and donor expectations
  • Promote collaboration and information sharing across stakeholders

Financial & Procurement Oversight

  • Monitor project budgets and expenditure forecasts
  • Validate procurement processes in line with donor and organizational rules
  • Ensure cost-effective utilization of resources

Donor Relations & Reporting

  • Maintain communication with donors and headquarters
  • Coordinate donor field visits and project reviews
  • Lead preparation of narrative reports and donor documentation

Communication & Visibility

  • Ensure production of high-quality visibility materials and communication outputs
  • Ensure compliance with donor branding and communication guidelines
  • Support preparation of articles, briefs, and humanitarian communication materials

External Representation & Coordination

  • Represent Ayuda en Acción in meetings with UN agencies, NGOs, government authorities, and community stakeholders
  • Participate in humanitarian coordination platforms and technical working groups
  • Develop agreements and MoUs with external partners

Security Management & Duty of Care

  • Monitor security conditions in intervention areas
  • Lead development and implementation of programme security plans
  • Ensure risk mitigation measures are integrated into operations
  • Coordinate incident reporting and emergency preparedness

Project Design & Proposal Development

  • Conduct humanitarian needs assessments and project identification studies
  • Contribute to proposal writing and donor project formulation
  • Support adaptation and redesign of ongoing programmes when required

Quality & Standards Compliance

  • Ensure programmes follow humanitarian principles and standards including Sphere, CHS, protection principles, and International Humanitarian Law
  • Participate actively in internal coordination and management processes

Educational Qualifications

  • Bachelor’s or Master’s Degree in International Development, Humanitarian Action, Social Sciences, International Relations, or related field

Experience Requirements

  • Minimum 5 years of experience in international cooperation or humanitarian programming
  • At least 3 years of direct experience managing emergency or humanitarian programmes
  • Experience with donor-funded projects (DG ECHO, USAID/BHA, UN Agencies, DFID, GAC, COSUDE, Spanish Cooperation, etc.)
  • Experience in project design, proposal development, and programme management
  • Previous work experience in Ethiopia is considered an advantage

Language Requirements

Essential:

  • Portuguese (Advanced/Fluent)
