Job Summary / Purpose of the Role
The Base Administration & Logistics Manager is responsible for ensuring the efficient functioning of administrative, financial, HR, and logistics systems across the Mueda and Mocímboa bases. The role ensures full compliance with Solidarités International procedures and donor regulations while supporting humanitarian operations in a high-security and conflict-affected environment.
Key Responsibilities
1. Logistics & Operations Management
- Oversee and coordinate all logistics operations for both bases
- Ensure timely procurement, transport, storage, and distribution of goods and services
- Optimize logistics systems to support programme delivery
- Ensure compliance with SI logistics procedures and tools
2. Administration & Finance Management
- Manage base-level administrative, accounting, and financial operations
- Monitor budgets and ensure accurate financial reporting
- Supervise cash management and accounting activities
- Support preparation of financial reports for donors and HQ
3. Human Resources Management
- Ensure implementation of SI HR policies at base level
- Support recruitment, onboarding, and staff administration
- Monitor staff welfare, attendance, and compliance with HR procedures
- Support capacity building and staff supervision
4. Security & Risk Management
- Support Field Coordinator in implementing security protocols
- Monitor daily security updates in Mueda and Mocímboa
- Ensure protection of staff, assets, and operations
- Contribute to risk mitigation planning in a volatile environment
5. Coordination & Reporting
- Act as key liaison between field bases and coordination office
- Ensure timely reporting on finance, logistics, and HR matters
- Maintain communication with program managers and support teams
- Ensure proper documentation of administrative processes

- Managing dual-base operations (Mueda & Mocímboa)
- Operating in a high-risk, conflict-affected environment
- Ensuring strict compliance with SI procedures under field constraints
- Maintaining operational continuity during security fluctuations
Qualifications & Requirements
Education
- Bachelor’s degree in Logistics, Business Administration, Finance, Human Resources, or related field
Experience
- 3–4 years in humanitarian or INGO/UN environment
- Experience in HR, finance, and logistics management
- Experience in conflict or post-conflict settings preferred
Technical Skills
- Knowledge of humanitarian logistics systems
- Experience with finance and HR management tools (e.g., SAGA, Homère)
- Strong budgeting and reporting skills
- Capacity building and training experience
Soft Skills
- Strong organizational and leadership skills
- Ability to work under pressure in unstable environments
- High level of adaptability and autonomy
- Strong communication and coordination abilities
Languages
- English (mandatory)
- Portuguese (preferred)
Contract Conditions
- Salary: approx. EUR 2,310 gross/month + per diem USD 750

- Rotation system: 7 days leave every 3 months + allowances
