About the Project

CDM Smith is pursuing a Project Manager consultancy assignment under the Maputo Urban Transformation Project (PTUM), funded by the World Bank/IDA.

The initiative focuses on strengthening urban infrastructure and improving waste management systems in Maputo through:

  • Development of the KaTembe Sanitary Landfill
  • Construction of the Hulene Transfer Station
  • Environmentally responsible decommissioning of the existing Hulene landfill
  • Environmental and social compliance monitoring
  • Institutional strengthening and engineering capacity building

The selected Team Leader will oversee contractor performance and ensure all engineering, construction, environmental, and contract requirements are delivered to the highest standard.

Position Summary

The Team Leader will serve as the senior technical and managerial authority responsible for supervising design, construction, commissioning, and contractor compliance activities throughout the project lifecycle.

Acting as the Employer’s Representative, the successful candidate will coordinate multidisciplinary teams, oversee contractor deliverables, ensure quality control, and provide technical leadership throughout implementation.

Key Duties and Responsibilities

Project Leadership & Coordination

  • Lead and manage all supervision activities during design review, construction, commissioning, and defects liability stages.
  • Coordinate multidisciplinary technical teams to ensure project objectives are achieved on time and within standards.
  • Monitor contractor performance and recommend corrective actions where necessary.

Contract Administration

  • Administer contractual obligations in line with World Bank, IFI, and FIDIC frameworks.
  • Facilitate site meetings, technical reviews, and progress assessments.
  • Maintain proper documentation and project reporting systems.

Design Review & Construction Oversight

  • Review contractor engineering designs, methodologies, and implementation schedules.
  • Ensure infrastructure works meet approved technical requirements and quality benchmarks.
  • Supervise field activities, engineering inspections, and technical validations.

Environmental & Safety Compliance

  • Ensure strict implementation of environmental and social safeguard requirements.
  • Monitor compliance with:
    • Environmental and Social Management Plans (ESMP)
    • Contractor Environmental and Social Management Plans (C-ESMP)
  • Promote safe construction practices and ensure high-risk work areas comply with required standards.

Financial & Technical Reporting

  • Review and certify payment certificates and contractor claims.
  • Maintain accurate technical and financial project records.
  • Prepare monthly reports, technical updates, and project completion documentation.

Capacity Building & Technical Transfer

  • Mentor client engineering personnel through practical, on-the-job training.
  • Support institutional strengthening and long-term engineering capability development.

Education Requirements

Applicants should possess:
